Politeia: The Four Mandates

A standalone ranked-ballot social-choice puzzle. The player reorders one weighted delegation; the same complete preference is then interpreted by plurality, Borda count, instant runoff, and pairwise victories. Every commission asks those four honest rules to elect a specific combination of houses.
